Skinwalker (Pathfinder Player Companion: Blood of the Moon, Pathfinder RPG Bestiary 5)—Note that according to developer clarification, the wererat-kin distraction ability functions as the Universal Monster Rule but only fuctions with one natural attack (your choice) per round, and sickens instead of nauseates.

This reads like you can be a Skinwalker PC.

Inner Sea Races

To create an ... skinwalker... character, you must have a Chronicle sheet that opens the race as a legal option at character creation.

Races: A dhamphir or skinwalker PC can use the following different statistics as alternate racial options supported by the Pathfinder Society Organized Play campaign rather than those options that appear in Blood of the Moon and Blood of the Night: jiang-shi born, vetala-born, wereboar-kin, and werecrocodile-kin. The racial heritages section from page 236–254 is a legal resource when qualifying to play a character of a different race, much as if the player owned a copy of the corresponding Bestiary or Advanced Race Guide.

Blood of the Moon

To create a skinwalker (which includes all were-kin), you must have a Chronicle sheet that opens the race as a legal option at character creation. A wereshark-kin does not gain amphibious as a bestial feature; it instead gains the ability to breath water as well as air as an option.

All this reads like I can be a skinwalker, any of the kin, and if I choose werecroc or wereboar, I can use Blood of Moon or Inner Sea Races stats?

I'm actually interested in Fanglord, specifically. If I choose to use a Skinwalker boon, I may be a fanglord based on these passages?

I believe that is correct, yes. I currently have a werebat-kin playing in PFS thanks to the same boon, and I love him. :)
