It is my understanding that they "cant/wont" for some reason , but truth be told i didnt read every book or check every thread.
So i was wondering , how exactly does this work? Are they "forbidden" to take action? They wont take action for some other reason? They dont take action because others would use their time in the material plane to destroy them?

It's not a set of "rules" we've put on paper, nor will it be, since that falls under our goal of not quantifying actual deities with rules.
One way to look at it is if you have a stat block, you can meddle directly in mortal affairs—this counts all us mortals, of course, but also counts demigods like demon lords who have meddled in this way (see the Worldwound).
If you're a full on deity, you don't have stats and thus don't directly meddle. You CAN If you want, and now and then the gods DO take direct (but often subtle) action in the world... usually to invest power in mortals though to let hte mortals solve the problem on their own.
The meta reason for this is that we want the PCs to be the problem solvers in the setting, not the gods.
The in-game reason for this is that the gods simply don't do this. Whether it's because of some sort of divine law, or just because gods know that if one meddles then the others do and that results in a sort of divine arms-race that ends up wrecking everything the gods are trying to own/protect in the first place, so it's a pointless effort (an in-world example of this is when Desna assassinated the demon lord Aolar and nearly caused an Abyssal uprising). Most likely, the reason is something that we mortals couldn't understand in the first place because, being mortals, we simply can't comprehend all that is divine.

Ic , i was under the impression that the no interference "rule" was also for the demon lords and so on , but i can understand the divide of having a sheet or not quite well. Having a sheet does bring down the "invincible" look of things.
I will keep in mind the reasoning behind the call and to whom it applies from now on.
