Web Page Unavailable. ERR_TIMED-OUT

I've followed all the instructions I've found on the website. Clicked the download link once, waited for an hour while "Personalizing," and then, on the link it listed the file size. Clicked the link again and I get the above message on a blank web page.

Anybody having the same issue?

Yes. Here's what you can do to fix it.

If you don't want to download Firefox and adjust the time-out setting, people have also had success in copy/pasting the address from the timed-out page into IE or Edge. Chrome gives up on the connection after 90 seconds and won't let you adjust the setting.
