I've been looking over this forum and I still haven't found an answer for my question, so I figured I would post it.
The slot in the Efficient Quiver that holds spears, does that mean short spears, normal spears, long spears, or some combination thereof? I have yet to find a clear definition. I could see short spears fitting in the javelin slot, so I would think normal spears would fit in the other slot, but I wanted to ask and find out.

I believe the language is a carry over from the earlier editions.
Currently a short spear is about 3', javelins are thin spears and both (spears & javelins) are about 5', long spears are about 8'.
The largest compartment is is designed to carry bows first. Other objects of similar size can be put there. Longbows are listed as being 5'.
Older editions had longer bows (6'), and shorter javelins (4'), long spears were 8'-10'(?), and no short spears were available.
Personally, I've used this item in nearly every edition as follows.
In the first compartment - arrows, sometimes darts or wands.
In the second compartment - javelins, sometimes darts, rods, short spears, torches, maces, warhammers, flails, small swords.
In the third compartment - bows, sometimes spears, long spears, staves, light lance's, 10' poles, any polearm under 12', large swords, shovels, butterfly nets.
Things I never put in the third compartment - pikes, long spears and any polearm 12' or longer, medium and heavy lances, two-handed swords.
Things I just never put in any compartment - axes, crossbows, picks, double weapons (except quarterstaff), morningstars.
When in doubt check with your GM.

Casters have additional things to store in the Efficient Quiver: Rods, Staves, and Wands.
Once the owner has filled it, the quiver can quickly produce any item she wishes that is within the quiver, as if from a regular quiver or scabbard.
