David Bowie passed away recently. To celebrate his life let's bring over his most compatible character, Jareth, the Goblin King, first.
He's a possibly more than 20th level sorcerer. He has an interest in magical verbal contracts, which suggest a demonic bloodline.
He can turn into an owl, and create a demi plane out of someones subconscious. Maybe he created a demiplane with the dream conditions.
Some of the characters in the dream plane may have accepted his offer without trying to get out of it. The lady living in the pile of junk may have been human once.

Maybe someone already said it, but... LN Elf Crossblooded Sorcerer (Fey/Maestro) 15/Dungeon Lord 5/Trickster 10 (with Divine Source to make him grant priestly powers to his servants. His domains should be Charm, Law, Madness, and Trickery and his subdomains Deception, Insanity, Nightmare, and Tyranny).

Might be that I prefer lower end, grittier games, or the fact that for all the magic in that movie there wasn't a ton of overt stuff...but I would start with a Bard with ranks in Perform: Contact Juggling, singing, and dancing, and go from there.
Lots of cool ideas on the old thread though. Love the goblin nation stealing elf babies one in particular.
