I am sure this has been asked, but my search fu is weak on my phone.

Is it assumed that characters start the Burnt Offerings scenarios with the experience/feats earned in the Perils of the Lost Coast scenarios?

Yes, any rewards and upgrades gained after playing Perils of the Lost Coast adventure or any of the scenarios from that adventure are applicable.

You do not have to play Perils of the Lost Coast prior to starting Burnt Offerings. (Meaning it is not a requirement before starting Burnt Offerings.)

I think Green Eyed Liar is asking if you get those rewards even if you skip Perils of the Lost Coast. The answer is no—if you jump directly into Burnt Offerings, you do not get the skill feat or deck improvements you would have earned by playing Perils of the Lost Coast. (It's a way to make the game a teeny bit harder.)
