A Psion(mindbender) is treated as having a mindlink effect on anyone who is charmed or dominated by it. Does this ability apply to a Thrallherd's believers and thralls?

By RAW, no, the "psychic resonance" of the Thrallherd/Thrall/Believer relationship is not a mindlink effect, charm or domination.
