Carrying Capacity affects DEX mod to AC, but does it also affect other things involving Dex? Like Reflex Saves or Ranged Weaponry or Weapon Finesse usage, etc. The rules don't say they do or don't, but it makes sense logically as all that weight would make it harder to dodge a Reflex based attack or maneuver with your weapons and such as you'd think would occur with a DEX-Melee character.

If it's not in the rules it is not in the rules. Anything you add beyond that is by definition a house rule.
Rules are clear, medium and heavy load works like the armour check penalty. So it affects dex and str based skills as well as maximum dex to AC. No mention of reflex saves, finesses etc. so it has no effect on those.
Armor Check Penalty: Any armor heavier than leather, as well as any shield, hurts a character's ability to use Dexterity- and Strength-based skills. An armor check penalty applies to all Dexterity- and Strength-based skill checks. A character's encumbrance may also incur an armor check penalty.
