Blessing of Fervor, who can use it?

I understand that it Targets one creature/level, no two of which can be more than 30 ft. apart In my party, the ranger has an animal companion. The animal should fit within the Target requirements.

My question is, can an animal with an intelligence of 2 be able to choose between the effect options of the spell? The same question can be applied to familiars, or really any Int 3 and below creature.

Yes, you can target animal companions, pets, familiars, random animals on the corner, npc's, or whoever you like, really. As long as they are not dead, (but undead are fine), an object, or a swarm.

The creatures Int doesn't really matter, because the choice could be instinctual for all we know. It's a Transmutation spell, not an Enchantment or Divination, nor is it mind-effecting or language-Dependent.

Unless the spell says otherwise, you can target who or whatever you like, and the target's Int shouldn't really be relevant. It's just as likely that the spell itself grants the ability to understand and choose the option the target would like as it is that the choice is a complex philosophical debate in the targets head or that it's entirely on an instinctual level. That's just beyond what the game accounts for, but if "pets" where not intended to be able to use the spell's benefits, it would point that out.
