I get how this feat can be used to inscribe the runes already provided in the Rise of the Runelords 5. What I don't get is how to build your own, custom runes. There are no guidelines provided with the feat on associated costs or construction methodology. I then tried to reconstruct the runes using the the magic item general construction rules...they don't add up. I get that these are items designed for 3.5 and not PF, but still. They are in general under priced for their abilities. Someone, please point out my bad math skills so I can go back to feeling that all is right in Golarion.

Rune of Contingency:
Feather Fall, 1 charge per day, CL 7, SL 1, use-activated, Multiple ability | (1*7*2000)/5*1.5=4200
Water Breathing, 1 charge per day, CL 7, SL 3, use-activated, Multiple ability | (3*7*2000)/5*1.5=12,600
Gaseous Form, CL 7, SL 3, use-activated | 3*7*2000=42,000
4200+12,600+42,000=58,800
Uses no standard body slot | 58,800*2=117,600
I reach a cost of 117,600 GP to craft and a purchase cost of 235,200 GP.

Please check my math. Even is I adjust down the multiplier from 2 to 1.5 for body slot, since it does have a limit of one rune per person it still runs 88,200 GP and 176,400 GP respectively.

The gaseous form only lasts 5 rounds and even if you could hypothetical cast it at level 1 it would last 2 minutes, on top of that it is not freely usable but it is arguable that getting to use it when you hit 0 hp is better than using it normally so lets set that aside, but it is the most expensive part of the spell since you have taken it as always usable and cast at level 7.

It is a CL 7 item, so of course it is cast at level 7. If I cast dispel magic to negate the effect, I need to roll against a CL 7.
Yes, it is not usable at will, but it has no limit on uses per day. I could theoretically be dropped below 0 but not killed 30 times in a day and it would kick in every time RAW. I consider that a semi-continuous effect.

Resist Energy, Continuous, CL 5, SL 2 | (2*5*2000)=20,000
Resist Energy, Continuous, CL 5, SL 2, Multiple ability | (2*5*2000)*1.5=30,000
20,000+30,000=50,000
Uses no standard body slot | 50,000*2=100,000
This comes to a 100K GP construction and 200K GP purchase.
List price is 22,500 GP construction and 50k GP purchase.
Again this is cost based on the Estimating Magic Item Gold Piece Values table. Several items do not conform to this, a primary example being the Ring of Energy Resistance. Ring of Energy Resistance (Minor) is a 44K/88K item based on the table but 6K/12K in Ultimate Equipment.
Based on this I can give the Rune ER20 like a Major Ring, then just put 10 ER toward each energy type and make it slotless. This still gives a cost of 28K/56K.
My math just comes up with these Runes being broke every time. This is why I'm looking for some clarity.

Just found this:
Multiple Similar Abilities: For items with multiple similar abilities that don't take up space on a character's body, use the following formula: Calculate the price of the single most costly ability, then add 75% of the value of the next most costly ability, plus 1/2 the value of any other abilities.
I'm not sure about the take up space part though.
on top of that since a rune is stuck to your skin you could add a class or alignment restriction without a problem and get an additional 30% cut off the price.
I would also reconsider the x2 for it being a non standard slot since that modifier is used for slot less items not which you can have more than one of I would probably go with the 1.5 you suggested yourself.
Paizo might also have broken their own rules, it happens now and then. (this would be the third time I have noticed happen even if I might just be overlooking a rule here).

A Sin rune is considered a magic item but does not take up a body slot in the usual sense. Instead, an individual is limited to possessing one rune, regardless of the creature’s or the rune’s actual size. The potent magics essential to these runes’ function is disrupted by the addition of a second rune, preventing either from working.
A Sin rune's ability is usually activated by a spoken command word (a standard action that does not provoke attacks of opportunity) or its effects work continually.
Rune of Contingency Effects:
Feather Fall, once per day, command: SL 1 * CL 7 * 1,800 * 1/5 = 2,520Water Breathing, once per day, command: SL 3 * CL 7 * 1,800 * 1/5 = 7,560 gp
Gaseous Form, use-activated: SL 3 * CL 7 * 2,000 = 42,000 gp
Multiple effects add 50% (2,520 + 7,560) = 5,040 gp
Total: 42,000 + 5,040 = 47,040 gp
Neither Feather Fall or Water Breathing are use activated. They are command activated.
However, the Gaseous Form has contingent activation, something not on the rule price list.
I would calculate it as at least a quickened effect, which takes a swift, which is the same amount of time as an immediate action, which could do this effect.
Changing it to:
Gaseous Form, use-activated: SL 7 * CL 7 * 2,000 = 98,000 gp
Total: 98,000 + 5,040 = 103,040 gp
Closer, but still not there.
Since it is not-an-action, it is even better than an immediate action.
This could take it to 147,000 gp.

1st rule: similar items: Armor Energy Resistance is 18,000 gp.
A second one would be +50%, =27,000 gp.
18,000 + 27,000 = 45,000 gp
