Since the wizard class features use the same language and wizards are allowed to copy scrolls into their books I would guess that arcanists may do the same. This is a feature of scrolls, not the spellbook class feature. As far as cost, not sure how PFS rules it but there are standard costs and checks for scribing spells into your book in the magic chapter of the CRB.

PFS uses the same rules as in the CRB.
For your Arcanist, if you find a scroll in the scenario, you can copy it for just the scribing costs, but the scroll is used up, just like if a Wizard did it.
If you want to add a spell to your spellbook for a different spell, it is cheaper to follow th erules for copying a spell from an NPC type, with the access fee, as the rules say, being half the cost of the scribing, so a first level spell, for instance, is 10 gp scribing, plus 5 gp access fee.
And, of course, if you are copying a spell from another players spellbook to yours, all you pay is the scribing fee.
