What in the heck does this last part mean:
"you need only concentrate to gain the benefit of the power."
And if it doesn't change how the power works why is it there?

Normally when you stop concentrating on a concentration duration effect, it ends. With this it allows the discipline to remain in 'standby'. While in standby it has no effect, but is still running, until you start concentrating again.
