Ok so I'm hoping I can get some constructive criticism on a homebrew race i have been working on. The idea behind it was to have a playable race that was dragon like in flavor. It's around 20 RP so its higher up on the playable level but I think it has enough to it to make it enjoyable without game breaking. what do you think?
+2 strength, +2 Constitution, +2 Charisma
Type: Humanoid (human, dragonblooded)
Size: Medium Size
Land Base Speed: 30 ft.
● Low-light Vision
● Draconic Aspect (Su.): For a number of times per day equal to ½ your Character Level (with 1 being the minimum) you can acquire one of the following traits as a swift action that lasts for an hour or until it is dismissed as a free action. You can acquire only one trait at a time and must dismiss the previous trait before selecting a new one.
○ Breath of the Dragon: Can use a Breath Weapon as a standard action, dealing 1d6 damage. The type of breath weapon is determined by the type of dragon chosen at creation. A successful reflex save (DC equals 10 + 1/2 your character level + your Con modifier) halves this damage. You must wait 1d4 rounds to use this ability again
○ Mind of the Dragon: Your eyes become more draconic allowing you the ability of Darkvision 60 ft. as well as a +2 bonus to Perception checks.
○ Claws of the Dragon: Channeling your draconic inheritance your fingers extend into sharp claws that can be used as primary natural attacks. Each claw deals 1d6 damage plus your strength modifier and count as a magical weapon for the purpose of damage reduction.
○ Wings of the Dragon: you grow a pair of Dragon wings allowing you a fly speed of your base land speed. You can’t use this ability if you are in heavy armor or carrying a heavy load.
○ Heart of the Dragon: Gain a natural armor bonus of +2, and immunity to magical sleep effects, paralysis, and to an energy type related to the type of dragon chosen at creation

It is incredibly powerful for a PC race, even for 20 RP (the race builder is reeeeeeeeeeeally bad at balancing options), to the point where it becomes a no brainer to anyone that uses str, con or cha as a primary stat. Most of that power comes from the malleability of Draconic Aspect. If a character was locked into a specific aspect he could channel from that list from creation it would do wonders to balance this back to other PC races. Having said that, Breath of the Dragon could use a tiny bit of scaling power to keep it slightly more relevant at higher level, I'm thinking 1d6 per 4 or 5 class levels so that it's sitting at around 5d6 by 20th level would be ideal.
More important than balance though, all you've given us is a stat block. A race is so much more than just that. What do they look like? What are their customs? Do they have any religious preferences? How do they typically organize their communities? Do they get along well with other races? Why are they able to channel a draconic aspect? Providing answers to questions like that help flesh out your race and help the reader determine how they would want to run one of your dragon-lites. Also a name, names do wonders.

I can't think of a PF race whose features scale up with level, even though I'm sure there are some. This is more like a 3rd edition racial template. Your four dragon abilities are not well balanced against each other and they are more like spells than racial features.
I think it is important for a playable to race to have some funky little features that do more to suggest the personality of the race as a whole than they do to create powerful characters. For example, dwarves are skilled masons and jewelers, and are good at fighting orcs. Halflings are athletic and brave. These are racial features that have little effect on game play, yet still cost points in the race builder.

The Draconic Aspect is the flavorful part of the race, but I think that the flexibility is far too strong. Make it so that you pick one at character generation and stick to it. You can't have the cake and eat it, as they say.
Immunity is a VERY strong ability. I would make it a bonus to saves, as it is for the Elves.
And as for the +2/+2/+2 ability score increase... To make a balanced player race, you should not pick any of the Ability Score Racial Traits (the +2 in a score for 4RP), since they are ONLY taken when someone wants to get an edge over other races.
Stick to the Ability Score Modifier Qualities, but don't use the "Advanced" modifier, it isn't meant for player races.
With the exception of the human heritage modifier quality, when you choose a race's ability score modifiers, you are choosing what ability scores are modified for every member of that race. Only the human heritage modifier quality allows individual members to decide which ability score is modified during character creation.
Most of the ability score modifier qualities divide ability scores into two broad categories that each represent three of the six abilities: physical (Strength, Dexterity, and Constitution) and mental (Intelligence, Wisdom, and Charisma).
With the exception of the human heritage modifier quality, bonuses granted to ability scores with one of these qualities count as racial bonuses for the purpose of qualifying for racial trait prerequisites.
Advanced (4 RP)
Prerequisites: Advanced or monstrous power level.
Modifiers: Pick either mental or physical ability scores. Members of this race gain a +2 bonus to all of those scores, a +4 bonus to one score of the other type, and a –2 penalty to one other ability score of the other type.
Flexible (2 RP)
Modifiers: Members of this race gain a +2 bonus to any two ability scores.
Greater Paragon (2 RP)
Modifiers: Members of this race gain a +4 bonus to one ability score, a –2 penalty to one physical ability score, and a –2 penalty to one mental ability score.
Greater Weakness (–3 RP)
Prerequisites: Pick either mental or physical ability scores.
Modifiers: Members of this race take a –4 penalty to one of those ability scores, a –2 penalty to another of those ability scores, and a +2 bonus to the other ability score.
Human Heritage (0 RP)
Prerequisites: Human subtype.
Modifiers: Members of this race gain a +2 to any single ability score of your choice during character creation.
Mixed Weakness (–2 RP)
Prerequisites: Pick either mental or physical ability scores.
Modifiers: Members of this race gain a +2 bonus to one ability score of that type and a –2 penalty to another ability score of that type. They also gain a +2 bonus to one ability score of the other type and a –4 penalty to another ability score of the other type.
Paragon (1 RP)
Modifiers: Members of this race gain a +4 bonus to a single ability score, and a –2 penalty to either all physical or all mental ability scores. If the bonus is to a single physical ability score, the penalties apply to all mental ability scores, and vice versa.
Specialized (1 RP)
Prerequisites: Pick either mental or physical ability scores.
Modifiers: Members of this race gain a +2 bonus to two ability scores of the chosen type, and a –2 penalty to one ability score of the other type.
Standard (0 RP)
Modifiers: Members of this race gain a +2 bonus to one physical ability score, a +2 bonus to one mental ability score, and a –2 penalty to any other ability score.
Weakness (–1 RP)
Modifiers: Members of this race gain a +2 bonus to one physical ability score, a +2 bonus to one mental ability score, and a –4 penalty to any other ability score.
I had one player who made a custom race where almost every RP was going directly to its ability scores. He had +4/+2/+2 to ability scores and a bonus feat. Less RP than a Human, though, so he argued that it was balanced.
