I am playing in a very intense version of the Giantslayer AP right now and the DM allows all spells from hard cover books, but none from the guides and soft cover books, so spells like Snowball, Fire Sneeze or Burning Arc are not allowed.

Have those spells or close equivalents since appeared in Hard bound books?

Is there a list of allowed and legal substitute monsters that can be summoned by the Summon Monster spell tree online?

What Feats from outside the Core Rule book but still in hard cover books should I look into into for an Blaster or a Domination build Wizard?

1. Some may have, but not all.

2. No, but there are feats which allow expansion.

3. I'll leave that one to more practised hands. usually the approach is items and feats which shore up the weaknesses of both approaches. whether it's resistance, immunity, or saving throw dcs.

For blasters, ideally you would take the Admixture Subschool of Evocation, this allows you to manipulate the energy descriptors for your spells.

Rime Spell is a great feat to add a devastating effect to your [cold] spells. If you are using admixture, then you can use a rod of it with no issues. (There are problems with having the spells prepared and not [cold] to start with, since the admixture power only works spontaneously.)

Other good feats to look into are Heighten and Preferred Spell, so you can specialize on a spell and cast it spontaneously so something like Rime Spell can work without a rod.
