Horizon Walker urban enemy bonuses

For the Terrain Dominance ability, do enemies who live in or were born in a city constitute as "creatures native to that terrain" for the Urban terrain?

I think this is something up to a DMs call.

I would rule if they spend significant time in the town or were raised in it they would.

It's based on the creature's bestiary entry. If it has Environment: any or urban, then it applies.
