It depends on the level, whether it's a PC/PC-agent, and whether it costs the material component.
In general, if it's free it would have to be a pretty high level ability to be reasonable. The casting isn't a huge deal, but the material component is what I'd consider the relevant bit for PCs typically.

Yes it would be.
SLA do not need Material components so the group could spend about 5 days and have everything Permanancy they possible could.
And to be honest I could find ways to break this when in dungeons. Turning the dungeon into a deadly trap for them to escape from or fight in.
ALL in all I would not allow it.
Consider not allowing these spells to be SLAs (for Players):
Limited wish
Wish
Contengency
permanancy
Restoration or Greater Restoration (lesser is fine tho)
Ressurection and True
Stoneskin
Most level 5+ spells
Giving them a high cost Spell as a SLA will cause problems for you the DM. With the right spells they could seriously negate lots of Difficulty and danger from the game.

See invisibility, arcane sight, dark vision, and tongues always on. Early levels environmental conditions are part of the challenges.
On others enlarge person, telepathic bond, and greater magic fang.
In dungeons: animate objects, wall of Fire, prismatic spells, symbol spells (trapping an area and luring them into a easy ambush), wall of force (trap people inside till they starve to death).
These are basic off the top of my head ways to break a 0 cost of permanancy.
But turning a dungeon into your favor is a way to shave down total CR. Nothing like flipping the dungeon on the DM.
