I think there is enough design space for a Dex-based barbarian. (While the unchained barbarian can be build as a Dex-based character, she doesn't really have a lot of features that synergize with Dex.) However, I'm not sure that warrants a complete new class. Also, it is a bad idea to limit a class to the use of a certain fighting style (dual-wielding daggers, in this case).

Yeah, I agree with Amanuensis. I like the refluffing of rage as a super intense fit of slashing, but I think this should be an archetype, not a class. The entire point of the archetype system is so you don't have to design an entire class (a difficult task with an incredible amount of overhead) in order to create a niche concept.
Also, a Pathfinder class should not have a d8 hit dice unless they have a 3/4 BAB. In Pathfinder, a class/creature's Hit Dice is always linked to their BAB progression. Also don't make much sense to me to give them 8+Int skill points per level, especially when this is obviously not a skill class. Only the rogue has that many skill points.

If he wants to 2WF, he should have to choose the feats like everyone else does. Drop this, and give him proficiency with shields.
Dagger Adept
I liek the dex idea, but not the idea of forcing the character into one weapon. Instead of this I suggest an ability like the brawler gets, where his close weapons have a damage minimum.
Slashers Focus
I'm on the fence about Charisma. You are encouraging skill use, but Con could also fit. While I'm a fan of increasing Dex, I'm not a fan of excluding certain Dex benefits (the range weapon and AoE thing). Remove those. Why can he only use Dex and Cha skills? What happens if he falls into the water? Also, there is no reason to explain what fatigued does.

I would suggest making this an archetype of the Bloodrager / Barbarian (Core) / Barbarian (Unchained)
Also, I disagree with Ciarian about TWF. I think you should not only keep it in as a bonus feat, but make it scale: as you gain levels, it eventually turns into improved/greater TWF.
Oh, and automatically getting Dex-to-Damage for all applicable weapons while raging would be a very useful class feature.

TWF is a good choice for the class, but I don't think forcing one style of combat is good design. At the very least, take a cue from the ranger and grant feats at levels 2, 6, 10, 14, and 18 (or some other progression). TWF can be one chain, but I would like to see another offers. Or instead of feats, make it a legitimate class feature that includes some feats. Not sure what another fitting chain would be. Maybe a one-hand-free close combat style, or a precision throwing style.
