So it says in the player's guide that worship and holy symbols of certain religions (Sarenrae, Calistria, etc...) are banned, but it doesn't say what the penalties are.
If the Dottari catch you wearing a holy symbol of Sarenrae while walking down the street, what should be the punishment?
If the Dottari catch you leading or attending a religious service for Calistria, what should be the punishment?

At first, the penalties are not that severe—they get worse later on in the adventure. At this point, if you're caught worshiping a banned deity, the punishment could be as simple as confiscation of the symbol and a small fine (a fine equal to the value of the symbol), or it could be imprisonment for a night or longer. It's left pretty open for the GM to determine until things get really out of hand later on, when, if I remember correctly, more strict responses occur.
(To a certain extent, we left this a little loose/vauge/up to the GM in the same way we didn't want to outlaw all weapons and armor—the game wouldn't really play quite the same if most character classes were unable to function. Furthermore, Barzillai is a bad guy, but he's trying NOT to be TOO over the top evil and oppressive at the outset in hopes of a peaceful, non-revolution fraught takeover. Obviously, his choices open up opportunities for eager PCs to take advantage of. This is on purpose.)
