Silver Raven Figurine of power as a cohort for higher levels

Now I know there is a book for cohort's and companions. One of my player's wants to use a silver raven figurine as a cohort. What would the best method of doing this be?

I'd say either to use the rules for intelligent magic items, or to make it into some sort of construct like a clockwork familiar.
