Danger Rating question

Quick question for you guys: My players have just now gotten to the point where they are forming the organization and it says in the instructions for running it that the Event Percentage Chance is Notoriety + Danger Rating. However, looking at the books that are out, I don't see a Danger Rating anywhere in them. Am I missing something or is the Danger Rating just 20% to begin with?

The town's danger rating is listed in its stat block on page 59 (it's listed as "+20", which means that when you roll a wandering monster, you add 20 to the roll).

This info is repeated on page 81 of the book, where it talks about "Dangers above and below" and presents encounter tables that go from 1 to 120, rather than 1 to 100.
