Rules Questions

Pathfinder core rule book under Types Of Feats, sub section Combat Feats it says

"Any feat designated as a combat feat can be selected as a fighter's bonus feat. this designation does not restrict characters of other classes from selecting these feats, assuming that they meet the prerequisites"

Does this mean that fighters also have to meet the prerequisites?

Yes, fighters need to meet the prerequisites to take the feat as a bonus feat.

If prerequisites are ignored, it would specifically say so somewhere.

Silver Crusade

The second part tells about other classes. There's nothing about meeting the prerequisites in the first part so yes, fighter also have to meet them.
