Scenario 1-3B, Sovereign of Sacrifice, reads in part:

Scenario 1-3B wrote:
After you acquire a boon, examine the top card of your location deck. If it is a boon, banish it; if is a bane, put it on the bottom of your location deck.

Kyra, Merisiel, Flenta and Zarlova were all together at the last location, Abattoir. Kyra encountered Rallying Cry.

Rallying Cry wrote:
Each character draws from the box a random ally that lists Diplomacy in its check to acquire and attempts to acquire it. If all characters succeed, this barrier is defeated. If any character fails, this barrier is undefeated; banish all the allies, and you may banish this barrier.

We were surprised by this synergy, but concluded that succeeding at the acquire check forced upon you by Rallying Cry triggered the scenario power to examine the location deck and banish or move the examined card (even if in the end you had to banish the ally).

Does this seem correct?

Yep; if you gain the assistance (however brief) of the inhabitants of Valahuv, you will more quickly learn your way around town and finish the scenario.
