Earliest level for dragon transformation

I bet this question has already asked, but I was wondering what the earliest means of obtaining dragon form was.

I am assuming that "use a scroll" isn't a real answer?

Prepared arcane full casters can get it at level 11.

Sorcerers and Dragon Disciples can get it at 12.

I can't find anything that lets you get it any sooner than that, sadly.

Canopic Jar and Dragonform Armor costs around 23000 gp and are a renewable resource. By heavily investing you can get one of those at level 9 or 10.
For the first one listed you need to be mythic.
