I have scoured the relevant section of Ultimate Campaign back and forth. It describes several things you can do to an existing army unit, but I cannot find any reference to creating an army in the first place.
What rule on what page says "Spend blah BP to even create this army unit in the first place"? Page 207 says that "creating, expanding, equipping, or repairing army units" is described on page 234. Okay, where?

Well, typically you have to pay the normal price for the Raise Dead per soldier. If you have an on staff Cleric of sufficient ability that can reduce the cost. Don't forget you are going to want to remove their negative levels too so you might as well add in the price of the restorations. Of course, if you have a loyal Cleric with a level of Wizard or Sorcerer that knows Blood Money then given sufficient time they can raise your entire army for "free." Not sure why you would want to, I mean if they are all dead then they weren't that good of an army to begin with and are likely to just loose again, might as well just hire a Necromancer with Blood Money instead and create a new Undead Army, or is that what you were referring to by Raise?
