As GM, I use contact rules. Some of mine players are thinking on taking Glorio as contact (he gave them a sidequest/job, so they met him between first and second arc). Im torn between "yes" or "no" answer. Is it a good idea, to maker him a contact for the party?
I'm not familiar with 'contact rules', but having Arkona as a contact should be quite interesting. He will only feed the PCs the info he feels they should have and he will probably use his 'contact' influence to manipulate the PCs.

Nothing special about contact rules. Aside roleplay moments, PC can, with some diplomacy rolls, ask contact to get them an item or do something.

He already did. I ran a modified version of Green Market PFS scenario as a side quest for party, and the job of helping Zeelara came from Glorio. Of course it was only in the interest of expanding Cerulian Society influense on the market (Glorio said he was helping a third party, interested in Green Market, to deal with some criminal-linked concurent). And, by the way, Raktavarna-dagger is still with them.

Hmm... Maybe add the last living, not-so-violent-and-saddistic-but-still-evil human member of Arkona House? Party has a paladin of Sarenrae, who is more for the concept of Greater Good. I think, he will likely wouch for this fellow, if it means stability for the city and favors.
