All consumable items (wands, scrolls, potions etc.) are presumed to be a minimum caster level to cast that spell. Since displacement is a 3rd level spell, a wizard casting it would have to be 5th level, so use 5th level for any level dependant elements, like duration.
It counts as the spell in every way so anything that stops displacement would do it. Glitterdust doesn't stop displacement though - the image 2 feet away would just be covered in the dust. You need true seeing or something else that gets through total concealment to negate the displacement.

I am prepping a CR 6 level 7 ninja who has a potion of displacement. How many rounds does it last - the rules say 1 round per level.

Permanent magic items will list the caster level of the item. Potions, wands, and scrolls are always made at the minimum caster level needed to cast the spell unless specifically noted otherwise.

The only way they'd get around Displacement is dispelling it or having something that ignores concealment. Glitterdust would not do anything to Displacement because the latter is an illusion: it's making them see something other than what's actually there.
As for the duration? The potion will have a caster level. If it isn't listed, potions are assumed to have the minimum caster level required to cast that spell. If a Wizard made the potion, then it'd be Caster Level 5th (since that's the first level a Wizard gets 3rd level spells), meaning 5 rounds.
