The only guaranteed way to get promo cards is to subscribe to the Adventure Card Game here, where new ADs will be shipped to you along with their promo cards. Beyond that, you can also pick up the Ekkie character pack here.
The other promo cards are not released for sale on paizo.com, you can get Temptation of Big Die at conventions and all other currently-released promos outside of Ekkie are retailer promos, meaning that a limited number of them are given to distributors as part of their first shipments. It is unfortunate that your game store was unable to get the promo cards with their AD shipment from their distributor, but it does happen sometimes (either due to slip-ups like what yours seems to be, or seedy distributors that try to pawn off the promos separately). As of now, there are no subscriber-only promos for WotR (unlike S&S, where Blessing of Zogmugot was subscriber-only). You can also try online sources such as eBay for currently-released promos, however the prices for them may be more than you're willing to part with.

Skizzers sums it up pretty well. Promo cards are only guaranteed to subscribers of the Adventure Card Game, though there are several different avenues that you can get them through. Cards are given to distributors, but it is up to said distributors to figure out how they want to circulate those. If your local retailer is out of promos, they would have to ask the distributor if any more were available.
