Clarification regarding this location

Should the When permanently closed power also be listed on the back of the card?

Or is it specifically a one off?

It's specifically a one-off, as indicated at the bottom of this blog post -- note the sentence "All you have to do is banish a non-Corrupted blessing when you close the location"
