It's only a free action for Animal Companions
Action: Varies. Handling an animal is a move action, while “pushing” an animal is a full-round action. (A druid or ranger can handle an animal companion as a free action or push it as a move action.)
If it's just a trained animal, pushing 1 is a move.

OK, RAW, there is no provision for giving an order to multiple animals with the same action,
"Handling an animal is a move action" refers to animal in the singular "an".
"Handle an Animal: This task involves commanding an animal to perform a task or trick "
You can do that twice in a round, using 2 move actions, doing nothing else (or near nothing).
Most GMs would be lenient and probably allow simultaneous commands, especially if the dogs have been trained together/etc.
You could also "invent" a "Dogpile" trick that allows for simultaneous attack.
(e.g. if they know it, they will follow the lead of any other friendly animal given the Dogpile command)
