Mutagen warrior - does an int lowering mutagen disqualify you for combat expertise if it drops to low?

Questions all in the title. I'm wondering if there's been another thread somewhere about this (I couldn't find one)? Or if someone has any thoughts?

I'm trying to build a trip mutagen warrior, but if a str mutagen disqualifies me for combat expertise, by dropping int below 13, I'll have to figure something else out.

Penalties to ability scores don't actually change the scores, they only cause penalties to rolls using the affected score and statistics based on the score. They don't affect the use of the score as a prerequisite for anything.
