Suppose I have Mist horn in my hand ("Display this card next to a location. Reduce damage dealt by monsters at that location by 3") and I encounter a Mongrel Wizard ("Before you act, Mongrel Wizard deals 1 Acid damage to you. After you act, Mongrel Wizard deals 1 Poison damage to you"). When am I allowed to play the Mist Horn and what damage can I prevent?

I'd say you could play it either outside the encounter, or anytime during the encounter that a monster deals damage. With the Mongrel Wizard, you could play it before you act, if you fail the check, or after your act. If you played it before you act, it would reduce that damage by 3, then also reduce any other damage the monster dealt you later in the encounter by 3.

The way I see it (but as usual Vic will have the final say) :
A) A card that reduces damage car always be played at the time youy are about to take damage unless otherwise instructed. So you can display it when you are about to take the Before You Act damage.
B) The Horn will reduce any damage done by Monsters, i. e. -3 (thus 0 damage) during the Before You Act step; -3 damage during the combat (resolve the check) step if you fail that check; and then again -3 (thus 0 damage) during the After You Act step.
