Harrow cards are basically Golarion's version of tarot cards, used for fortune telling. You can buy harrow decks from Paizo, or you can use a die to simulate it for use with the harrower class. Harrow cards have six suits, one for each of the primary stats (Strength, Dexterity, etc.) The harrower works based on drawing cards from a harrow deck and getting bonusus based on the suit. Instead, you can just roll a d6 and assign each number to one suit. (The cards are a little flashier and more fun, though. :) They also let you incorporate proper readings into gameplay - the deck comes with instructions on doing readings.)

I think the preferred deck of cards used for both is the "harrowing deck".
Harrow Cards This is a traditional fortune-telling deck of cards used by soothsayers and seers. Each Harrow deck consists of 54 cards divided into six suits of nine cards. The six suits correspond to the six ability scores (hammer for Strength, key for Dexterity, shield for Constitution, book for Intelligence, star for Wisdom, and crown for Charisma). Each card in a suit further ties in with one of the nine alignments, corresponding to the location of the symbol on the face of the card. In addition, each card has its own unique name, independent of its suit and alignment.

Do you have a Harrow Handbook? That is probably the best resource for learning various aspects of how Harrowing works on Golarion.
You'll want a Harrow Deck. It has great artwork.

If it's just the card throwing you like, there are a few archetypes of normal classes that capture it fairly well - witch and magus are the two I remember easiest. Some of them could even be separated from the specific harrow flavor, if you wanted to do it with playing cards or something. Also, check out the Arcane Strike and Deadly Dealer feats.

Ok can I make a Dark Magician or a Blue Eyes?
Not any more so than a normal summoner, alas. ^_^
A dragon shouldn't be too hard as long as you're using the original summoner, but you'll need custom/homebrew content for any sort of magic-blasting eidolon.
