We just completed our RotR play through and as I was putting the cards away, I wondered about the RotR promos and whether I could/should introduce those into the other sets. Obviously the Iconic Heroes promos can be used for characters that are playing, but have others taking the RotR and the S&S promos and used them in WotR? (or used RotR in S&S?)

Only with Organized Play do you have limitations on promo cards (number of cards added to the set).
As far as adding promos from RotR to S&S or RotR/S&S to WotR, I'd just take a look at the card you want to add. Obviously, the ships from S&S would be useless elsewhere as would some of the more piratey/swashbuckley cards. But how can you say no to adding Vomit Twin to a set?

Ah, I hadn't thought of that. We had a combination of 1st edition cards for the base set and AP1-4 and then the 2nd edition backs for AP5-6 and that did make things a bit hard to be impartial about where the good boons/henchmen/villains were.
