Can a Shaman still use hexes while polymorphed with the Shapeshift hex? Is it the same answer for the Alter Self and Beast Shape stages of the Shapeshift hex?
Hexes are SU abilities, and with a few exceptions, can be used regardless of form. To use cackle, you must be in a form that is capable of speech, and if there is a requirement to point, you must be capable of pointing with some type of appendage.
