Soulbolts and Emulated Weapons

It never occurred to me before but, does the emulated weapon for the Blade Skill "Emulated Ranged Weapon" need the following to properly fire the mind bolt?

For Emulated bows and Cross bows: Does the user still have to draw the bow?

For Cross bows: Do they have the action penalties to reload it?

Other wise at higher levels with multiple shots and feats like rapid shot, Soulbolts ranged attacks seems to function like semi automatic rifle.
