Looking for a book reference for an Ustalav NPC. Help!

First off, I'm sorry if this is the wrong place to post this, I wasn't sure where to put it.

I need help locating info about a canon NPC. I remember a while back while preparing a story for my group, reading about a specific NPC, and now I can't seem to find the passages about him again.

I'm fairly sure he was set in Ustalav. He was described as unable to leave his estate due to some magical phasing mishap of some sort, but made it a point to have parties in bright midday sun to prove he wasn't a vampire.

Can anyone help me locate where this NPC was talked about?

I think that the Ustalav campaign book is called Rule of Fear, that should help.


Yeah, I've re-read (in diagonal I admit) through Rule of Fear, and can't seem to find him. So I'm thinking either it's in another book, or I'm remembering NPCs from my dreams :p

Might it have been one of the Tales novels? I just finished reading Prince of Wolves (last night) which was set entirely in Ustalav. The NPC you describe wasn't in that one, though.
