I might be incorrect here, but I think the metaplot centers around two means of entry into the tapestry:

Plane Shift:
In theory, anyone could have an attuned planar fork and use a high level spell to transport a limited number of people or items into the tapestry at will. This has some serious limitations (if you really want to explore it).

A permanent gateway:

The Pathfinders originally thought they had the only permanent gateway(s) into the tapestry - starting with the tapestry itself. A permanent gateway is much better, as you can send in lots of people and supplies to mount major expeditions. Much in the same way sending a ship full of people to a distant island is better than Teleporting a small group there. This is how we send Tier 1-5 tables into the tapestry.

Season3:

During Season 3, we find out the Aspis Consortium worked with the cult of Lissala to build their own permanent gate, a "back door" of sorts. By the end of the season the Pathfinders take over this gate.

I don't remember 4-16 much, and haven't played 6-21 yet, but I could guess that the Aspis Consortium still has a planar fork or two attuned to the Tapestry demi-plane. That means they can still send the occasional mission in - but it is very high risk for them, as the Pathfinders have entire bases in there, and could easily overwhelm such an expedition once they find it.

Does this make more sense?

So, which scenarios precede the kick-out scenarios, i.e. the ones where the Society discovers there's snakes on the plane?

I can name two, I wonder if there's more?

6-21 is not due to Plane Shifting, but rather an unexplored part of the tapestry.
