I have a Ring of Wishes but I don't remember off the top of my head whether it came with one of my S&S orders (not from Paizo) or with my last RPG shipment from Paizo.
In any case, it's just an ad for the card creator and has no other purpose.

I'm contemplating selling the card that came in the "Make Right" pack explaining the mistake. Think I could get $10 for it? Or maybe the rules card that came with Ranzak or one of the class deck. I mean, the Ranzak rules card is technically a promo card. It must be worth $20. Hmmm....

It's not an official Paizo promo. Look at the card. Official Paizo cards do not have Community Created Card on them. (Compare to the errata cards.) This is simply a rip-off that someone is selling.

Or is it a self-created card by the seller?Strange is that the text looks official, but community icon top left and LOOT 6 ? What LOOT 6 distributed right now? On the other side no one will self-create the text of this card! So what?
It as an advertisement for the card creator. It is to show people what the cards from the card creator will look like and give them the website for it. Not everyone who buys the game frequents the forums, so there are potentially some who do not know about the card creator.
Notice the power does nothing, it just tells you about the card creator. The card is also loot, so there is no way to get it into a game unless you want to make your own scenario (with the card creator perhaps) which rewards that loot.
From time to time Paizo will insert other things into shipments. They might be a note with a discount code (like they did around Christmas) or perhaps an product catalog. They even from time to time put promo cards in non-Card Game orders. All those things are to generate interest and sales. And that is exactly what the Ring of Wishes is.
Having said all that, I won't be throwing my Ring of Wishes away.

If by official you mean it came from Paizo then yes, it came in my box today with the other promos.
As stated above it has no use in actual game play, consider it a playing card sized advertising slick just like the other ones that occasionally come in the shipment boxes, for example those for future hard back books or adverts for Paizocon.
It does appear that if you look close enough the ring is on slightly different card stock, there is a different sheen to the finish. I expect that this is an example of the work that drive-thru does so you can see how closely they can match the color and feel of Paizo's cards. If that is the case, they did a remarkably good job and have sold me on the service.
Don't be surprised if that is announced soon as the intent of the card.

I do not understand ebay... When you have an auction then you will see the bidders and their bids. But when there is a buy it now or make an offer sale, you dont see the buyers name and the offer he/she has made. It just says item sale ended. Could you distinguish if it was sold or the seller withdrew the sale offer???

This was the first WotR promo cards sale on ebay... May be someone does not know that there is a subscription where you get the promo cards as a bonus!!!

Yes. There are different overlays on the image (Sold, Ended, etc.) as well as different text at the top and (if you view the full/original listing) a more direct entry for the price for which it sold.
They used to be more explicit about an item ending "by Buy It Now" but that's most sales nowadays.

Ring of Wishes was provided by DriveThru as an advertisement for the card creator. It's going into a lot of paizo.com shipments these days.
