The Race is fine, for the most part. Probably about balanced with the Strix in most ways.
The Feat is pretty overpowered. Blind Sense is really quite good and not currently available without way more investment that that. I'd suggest a Feat Chain, rather than a single Feat, with the Feat you have listed having a higher level requirement (maybe 5 or 6) and a prerequisite Feat. On the bright side, that'd allow a third Feat (with about a 10th level prerequisite) to grant full-on Blindsight in the same radius. Maybe have the first Feat in the chain improve their flight maneuverability to Average.

2 thoughts.
First, 1st level flight is huge. Even at poor and 40ft. Might I suggest Gliding Wings (3RP) instead. With a feat that requires 5th level that allows true flight at 40ft and poor.
Also allows you to pick up climb (since if there is 1 thing bats can do well besides "see" in the dark, it is Climb). Tossing out Light sensitivity allows for the same RP total.
Second, the echolocation feat is powerful. I suggest adding Blind Fight to the list of Prereqs as well. Possibly also taking DMW's suggestion of 3 feat chain and higher level.
Side note: Any reason on level 3 and 6 for the feats?

I think Batofficers need to have fly. Most Batpeople will be level one or two and there is little in fun in Batmen and batwomen that walks around like on the ground.
Bats are really poor fliers however. For one thing, when they land, it is more a belly flop, not a landing as birds are known for.
Additionally, I was thinking of a 3.5 race based on birds (complete blank on the actual race) who could not fly till level 5. Think it was Ebberon related (Footbow as well?). Think it was part of the ability, but as there is no RP version of that, Glide+feat seems like an appropriate fix.
I also stand by the flight at 1st level is huge. Free non dispel-able feather fall is only slightly better.
