Swashbucklers get 4 skill points per level. Thus, the number of skill points you receive for swashbuckler at level three is 12 plus three times the character's Intelligence modifier. If the character is a human, that's extra 3 skill points*. If you have chosen the swashbuckler as the character's favored class, you may use the favored class bonuses to get extra skill points.
For example: level three human swashbuckler with Int 14 would have at least 21 skill points, and could have up to 24 if every favored class bonus was put in skills (instead of hit points or alternate favored class bonuses).
Ditto for sandman bard.
18 skill points for level (6 per level)
3 x Int modifier
3 if human*
0-3 for favored class
For example: level three halfling bard with Int 8 would have at least 15 skill points, and could have up to 3 more.
*assuming you have not swapped the Skilled racial ability for something else.
One of my players has a tendency to multiclass and forget that (usually) only one class gets to be a favored class. It's a weird blind spot, since usually he knows the rules better than I do.
