If I have a level in both Bard and Skald, does the feat Extra Performaces effect both Bardic Performance and Ragesong?
Does Lingering Performance effect both Ragesong and Bardic Performance?
Can I Ragesong and Bardic Performance at the same time? How do I determine what performances I can do at the same time?

Parent Class:
Parent Classes: Each one of the following classes lists two classes that it draws upon to form the basis of its theme. While a character can multiclass with these parent classes, this usually results in redundant abilities. Such abilities don't stack unless specified. If a class feature allows the character to make a one-time choice (such as a bloodline), that choice must match similar choices made by the parent classes and vice-versa (such as selecting the same bloodline).
So you would have a Bardic Performance pool of uses and a Raging Song pool of uses.
So Lingering Performance would affect both pools equally since they both are treated as Bardic Performance.
While Extra Performance would add 6 rounds to one of those pools.
As for Ragesong and Bardic Performance at the same time.
Bardic Performance wrote:
"A bard cannot have more than one bardic performance in effect at one time."
Combined with he text from Ragesong;
Ragesong wrote:
"A raging song counts as the bard’s bardic performance special ability for any effect that affects bardic performances."
So it would seem that you can't have both going.
