What would a balanced spell level be for a spell that would permanently change the size of an item one step in a single direction. So there would be essentially two version, like Enlarge Person/Reduce Person. I figure it should have a monetary component, like masterwork transformation, and about the same casting time. Thinking it can be the same level as Masterwork Transformation at level 2. That sound like a fair level for that ability?
This is something a player would like to have made in a game I am running. They are small sized and a bit of an arcane tinkerer and would like to be able to use the loot found, which is mostly medium. They would like to research the spell using the spell research rules.

I'd skip the cost component and run it as a second-level spell, maybe first. Give it a long casting time though.
This isn't something that one can effectively turn a profit off of, so I see no reason to have the monetary cost. The long casting time prevents weird combat uses ("I ready Enlarge Object to increase the size of Timmy's dagger as he throws it!"), keeping it to original intent. Second-level is only due to the permanent duration; and I'd honestly strongly consider first.

Third level is where it already exists, with a material component of 7,500 gp. It shrinks a little more than what you want. If we're just talking magic items though:
When an article of magic clothing or jewelry is discovered, most of the time size shouldn't be an issue. Many magic garments are made to be easily adjustable, or they adjust themselves magically to the wearer. Size should not keep characters of various kinds from using magic items.
There may be rare exceptions, especially with race-specific items.
So the size of wondrous items is entirely unimportant unless the item is specific to a race. There's also Iron Lord's Transforming Slivers to do it with weapons, it's probably not a stretch to allow it for armor.
