I have a character that would like to play a Tiefling in an upcoming campaign. She would like her parent to be a Erinyes Devil. As such she would like her character to be able to fly. Using the race builder that is easily done. Giving her wings for 4 rp and 2 rp for poor flying. My issue is I want this character to still be in line with the rest of my players as they are mostly humans and half-elves. What other powers would you give the Tiefling that would give her power without overpowering.
Second I would like the Tiefling to have change shape, lesser (3 rp) so she can appear human when she needs to be, but that makes it even harder to match her to the rp 10 humans. Also does anyone know why Outsiders cannot have change shape?
As it stands now it would be Outside (native) 3, flight 6, change shape (lesser) 3 = 9 without anything else.

Have you considered, instead of incorporating flight and change shape into the tiefling race, instead houseruling the line of aasimar feats that grant them a flight speed and wings, as well as allowing an altered version of scion of humanity, which will allow them to count as human and an outsider for purposes of spell effects, and appearing as human without disguise checks?
At that point you'd be instead dealing with a standard tiefling that spends two feats (the angel wings feat has the angelic blood feat as a pre-requisite, you could change this if you see fit) to gain their flight. Reducing a tiefling to 10 RP in the Race-Builder system is fairly easy: just drop the energy resistances.

You don't really need to create a bunch of houserules, and heap favoritism.
Just give the option to replace the Spell-like ability, with a 20ft Fly Speed, with Poor maneuverability.
This is in line with the Aasimar, as far as options.
Now, for the change shape...
Allow her to trade a trait for an item that functions like the Hat of Human Guise.
You are giving a lot of compromise, so don't forget to allow some for other players.

Out of curiosity, does she want Change Shape, or do you want her to have Change Shape?
For Flight, yeah, screw the Race Builder. Tag out the SLA and maybe Fiendish Sorcery for Flight at a low base speed. Personally I'd also let her use their Vestigial Wings trait for a maneuverability upgrade (functionally identical to +4 to Fly).

If so, be careful this doesn't turn into a "My Girlfriend is Amazing!" game.

That is exactly my fear. It is my fiance, I don't see a problem with it, but I want outside advice on making sure I keep a good balance so I don't have a "my girlfriend is amazing" game.
I want her to have the human guise because we are playing Way of the Wicked and blending in is relatively required for some sections.

A Cap of Human Guise is 800gp, which basically gives you a very limited Disguise Self effect.
You can basically trade a trait, for 900gp(Rich Parents, etc.).
So, allow for a limited Disguise Self effect(maybe one or two disguises), by spending a trait to do so.
This gives you an effect, that has established balance within the game, and can provide proof of it.
Also, be sure to show a bit of fun flexibility for the other players, as you have done for your fiancee.
The other players will be expecting some favoritism, but be sure to keep it in check.
Everybody is there to have fun. Everyone's fun is important. Not just the happy couple.
I think you will do fine.

Well, she could just actually purchase a Cap of Human Guise, by taking the Rich Parents trait, for the gold needed to purchase it at first level.
My suggestion was just to get this nearly exact same effect, but reflavored.
In fact, going for a simple reflavor, instead of creating new rules, should always be the first choice.
