If I wanted to give my PCs a 1000 GP reward in the form of capital from Ultimate Campaign, I use capital value table 2-1, right?

So, using the earned cost, 1000 GP could earn them 20 points of goods, 20 points of labor and 40 points of influence, correct?

Earned cost is used when they are spending downtime in order to raise the capital. It's conceptually equivalent to the crafting cost of a magic item.

The actual value of the capital in terms of what it will get you is the purchased cost - this is more like the market value for an item, which is the value used when calculating rewards for adventuring.

So if you want to give the PCs a reward in capital that would be equivalent in value to a 1,000gp magic item, you would use the purchase cost. They could earn 10 points of Goods, 10 points of Labour, and 20 points of influence.
