I need to cancel my subscription so I can re-do it sans base set.

how exactly do i go about adding the subscription again, starting with just the addon character deck for wrath of the righteous?

Once the Wrath Character Add-On Deck is up on the website (sometime closer to the release), you should just be able to go through the check out process to sign up for a new subscription starting with that item.
