can this ability be used to apply a metamagic feat on-the-fly (like a sorcerer would, but without the increased casting time, of course)?
Yes. Neither the casting time or the spell level change it just allows you to apply one metamagic feat that you know to a spell as its being cast a limited number of times per day. The only alterations in the spell are those that the metamagic feat would apply.
