Yondu's Yaka Arrow (Guardians of the Galaxy) - Ideas?

For those who haven't seen it.

So, I have a player who wants a weapon like this. I am unsure of how to go about making/pricing it. So, ideas? Would it be a psionic weapon maybe?

I didn't realize Yondu was in the GotG movie. I thought it was just the fake Guardians.

That looks more like chain lightning than anything else. Maybe there's a Solar Wind maneuver from Path of War that can do that. There should be.

It really depends on what exactly the player is looking for. An arrow or thrown weapon that ricochets off of targets? A weapon controlled through psionics or by whistling? Before I read about it, I honestly thought the yaka arrow was some kind of intelligent weapon commanded via whistles like a dog.

Thanks for the suggestions so far. What my understanding that she's looking for is a mentally controlled arrow/bolt/spear that is preferably a tangible item as opposed to something conjured. The character is a gestalt bloodrager/psionic-class-to-be-determined (though likely wilder). The campaign is Iron Gods set in Eberron, so high-tech or magitech is acceptable as well.

I considered writing a magus archetype that can control a melee weapon mentally, using Intelligence for attack rolls and Strength for damage rolls, which would fit the yaka arrow well because the original yaka arrow's speed always remained the same as it was shot. As they leveled up, they can make the weapon float away from them and occupy a space. The archetype would have magus arcana that lets them throw the weapon and change its direction,

There's a small, hand spear and also arrows. They require a 20 crafting.
Either telekinesis or spiritual weapon when enchanting.

Once again thanks for the suggestions. The player has decided after reading the Soulbolt Soulknife archetype that it is close enough to what she wants, and the custom item is unnecessary.
