High level wizard *spoilers possible*

So my players just entered the Runeforge. I have been allowing them sell their loot in Magnimar by hiring a company to transport and sell the large sized loot for a 2-3% cut. I've also allowed then to buy high level equipment by saying it was imported to Magnimar. Now they want to hire a wizard for permanency spells, but I have no idea if there is one in Varisia that can do what they want. Thoughts and suggestions?

If you go by the settlement table the largest town (spellcasting limit of 5th level spells) you need for someone to be able to cast permanency is... a large town. Magnimar fits the bill as does Korvosa. It just comes down to whether you want to allow it or not.
