Create Gear is an interesting ability of the Creation wizard school:
Create Gear (Su): At 1st level, you can create any object that weighs no more than 1 pound per wizard level you possess. Creating an object in this way is a standard action. The item remains for 1 minute before fading away, although it disappears after one round if it leaves your possession. Creating an item to an exact specification might require a Craft skill check, subject to GM discretion. The object must be made of simple materials, such as wood, stone, glass, or metal, and cannot contain any moving parts. You could use this ability to create a dagger, but not a vial of alchemist's fire. You can use this ability a number of times per day equal to 3 + your Intelligence modifier.
There doesn't appear to be any limitations on the object aside from weight, material, lack of moving parts, and a possible Craft skill check. Compare with the Minor Creation spell:
You create a nonmagical, unattended object of nonliving vegetable matter. The volume of the item created cannot exceed 1 cubic foot per caster level. You must succeed on an appropriate Craft skill check to make a complex item.
Attempting to use any created object as a material component causes the spell to fail.
Does this mean I can create a +5 keen speed dagger as a level 1 wizard so long as the GM doesn't demand an insurmountable Craft skill check?

Did you forget the "NONMAGICAL" part of your quote above?

First off, it doesn't say it can create magical items, second off a magical item wouldn't fall into "simple materials", as magic is not simple.
Dagger craft DC: 12
Masterwork component craft DC: 20
+5 Keen Speed Spellcraft check: 10+15+5+5+5 = 40
Requirement: Craft Magic Arms & Armor (no bypass for this one)
