Newer to the game and am encountering lots of tables in the core rulebook, ultimate equipment, and other guides that list off D%'s that I'm unsure what they're referring to.
My guess is for example, on page 135 of the ultimate equipment book where it's listing d%'s this means when a spellcaster casts some kind of craft spell for one of these items (for example a lesser medium weapon), they would roll a D100 and use their rolled number to determine the random properties of the item?

If you're talking about d100 rolls listed for equipment, those are for random loot generation rolls. Players get to pick and choose what they make and buy. Spellcasters make +1 flaming weapons or +2 weapons or whatever, but they choose ahead of time (as you need the DC and requirements ahead of time). The only purpose for the random d100 rolls is for a GM to generate treasure for an encounter.

In case you don't have a d100 (almost nobody does, as they're expensive), use 2 d10's. Assign one to the ten's place and the other to the one's place. If they both come up 0's (or 10's, depending on what brand of dice), read it as 100. Make sure to be clear about which one is which before the roll. Most sets of polyhedral dice come with 7 total dice of varying shapes with one of them being a d10 reading 00-10-20-30-40-50-60-70-80-90 to make it easier.
